Within the projects: “Combined HIV prevention among LGBT+ as a national HIV response” based on the Service Financing Contract No. CFS/H-GDM/2025/03 of January 14, 2025, “No one left behind: care and support for KP and PLHIV refugees from Ukraine in Moldova”, Grant f/n signed on December 30, 2024, between the “Elton John Aids Foundation” and A.O. “Positive Initiative”, and based on the “Agreement of Cooperation” of September 6, 2024 signed between A.O. “Positive Initiative” and A.O. “Genderdoc-M”, and other projects, the “GENDERDOC-M” Public Association intends to organize a workshop, outside the municipality of Chisinau, with the aim of strengthening the capacities of the center’s team members, as well as preventing burnout among staff, for the period 26-31.05.2025. In this regard, offers of locations and services related to the organization of the workshop are accepted both on the territory of the Republic of Moldova and abroad, to the extent that they correspond to the proposed objectives and are feasible from a logistical and financial point of view.

For this purpose, the Public Association “GENDERDOC-M” invites companies specialized in providing transport and hotel services to send price offers for the following:

Accommodation for 20 people.
Food with a varied menu.
Transport for a minimum of 20 people.

Bidders may submit a single offer that includes all the services/elements within this request. The price offers will be evaluated for all services together per lot and the contract will be awarded to the company offering the lowest total price evaluated per lot, and the technical specifications correspond to the specifications mentioned in Annex No. 1.

The Supplier undertakes to comply with the “Supplier Code of Conduct” developed by the Global Fund to Fight TB, HIV/AIDS and Malaria. Requirements for the commercial offer. The commercial offer will be completed entirely in Romanian, according to the form in Annex no. 1 and will contain the following information: • Information about the offeror (company name: name, postal address, name of the responsible person, contact telephone number and email address of the responsible person) • List of services offered according to the information in Annex no. 1 • Validity of the commercial offer: Your offer must be valid for 10 days from the deadline for submitting offers mentioned in paragraph 5 below. • Mandatory content of the offer: – Commercial offer (according to the information in Annex no. 1)

The deadline for submitting offers is March 28, 2025, 17:00 local time. The offeror must take all necessary measures so that the offer is received and registered by the A.O. “GENDERDOC-M” by the deadline date and time specified in the request. Late offers will be rejected.
PRICE: (i). PRICES must be calculated in Moldovan Lei at the Zero VAT rate, in accordance with the tax facilities granted to the project. The supporting documents will be presented to the winning company upon signing the contract.
BID EVALUATION AND CONTRACT AWARD: The contract will be awarded to the company offering the lowest total evaluated price per each Lot and which complies with the specifications mentioned in Annex no. 1. When evaluating the bids, the Buyer will determine the evaluation price by adjusting the prices resulting from the correction of any arithmetic errors as follows; (a) if there is a discrepancy between the figures and the letters, the amount written in letters will prevail; (b) if there is a discrepancy between the unit price and the total price for the line, the unit price shall prevail; (c) if a supplier does not accept the correction made, its offer shall be rejected.The Bidder must review all instructions, forms, terms and specifications in the Request for Proposal. Failure to provide all information or documents requested in the Request for Proposal may result in rejection of the offer. A prospective bidder requiring clarification on the Request for Proposala of the Offer will contact the organization in writing at the address specified in paragraph 4 above. A.O. “GENDERDOC-M” will respond in writing to any request for clarification, provided that such a request is received no later than three (3) calendar days before the deadline for receipt of offers.
